…Lauds access to justice fund initiative

The Honourable Attorney General of the Federation and Minister of Justice, Abubakar Malami, SAN has charged the Legal Aid Council to ensure equal access to justice for all irrespective of means and that Constitutional rights of citizens are respected, protected and defended.

The AGF made the call in Kano while declaring open a two-day Legal Aid Governing Board Retreat with the theme “The Role of the Governing Board in the Corporate Governance: Providing Strategic Direction towards Achieving the Mandate of the Legal Aid Council”.


In a statement, the Special Assistant on Media and Public Relations to the AGF, Dr. Umar Jibrilu Gwandu, said the Minister further charged Board Members of the Council to keep themselves abreast with the extant laws.

According to the AGF, the policies of the Council must retain the force of facilitating its core objectives which includes the provision of pro-bono legal services to indigent, economically deficient and less privileged Nigerians.

He said the services of Legal Aid Council are geared towards reducing, to the barest minimum, incidents of Human Rights abuses perpetrated against nation’s citizens.

The statement partly reads: “The Board’s policies must assist the Council to remain the leading and pro-active provider of free, qualitative and timely legal aid services in Nigeria, ensuring social justice and the emancipation of the oppressed, reprieve to the weak and vulnerable, thereby giving voice to the voiceless,”.

According to Malami, such steps would enable the Board to bear allegiance to the motto of the Council: “Giving Voice to the Voiceless” while maintaining the Council’s Mission mantra: “To ensure free, effective and efficient legal aid services to indigents in Nigeria.”

He assured the Council of the commitment of the Federal Government of Nigeria and the Federal Ministry of Justice in supporting activities of the Council aimed at providing strategic direction in achieving its mandates, adding that his Office in conjunction with the Management of the Legal Aid Council have duly concluded all the requisite legal arrangements for the launch of the “ACCESS TO JUSTICE FUND”, a Fund duly provided for under the Legal Aid Act, 2011, which is a unique national fund aimed to raise funds for the assistance of legal aid works in Nigeria.

The Minister who expressed appreciation over the cordial working relationship between the Council and the Federal Ministry of Justice being the Supervisory Ministry of the Council, cited Paragraphs 1 (iii) and (iv) of the Federal Government Circular Ref No. SGF/OP/1/S.3/T.1/142 dated 2nd August, 1999 which provides that “the Ministry is not to take over the running of the Parastatals/Government-owned Companies under them by getting involved in their day to day management, and that Ministers are not expected to serve as Chairmen of Boards of Parastatals and Government-owned Companies under their Ministries”.

He also commended the Council for releasing thirty-one (31) of its Law Officers for the terrorism trial of Boko-Haram members which, he said provided the requisite legal defence in the trial.

The Minister of State for Works and Housing, Engineer Abubakar D. Aliyu , FNSE, has urged stakeholders to find more innovative ways of repositioning the housing and urban development sector  for the overall benefit of the Nigerian citizens.

He made the remark  while delivering his keynote address at the one- day sensitization forum on Lands, Housing and Urban Development Multilateral Programmes of Collaboration with the theme “Achieving National Housing and Urban Development Goals: Opportunities for Partnership and Collaboration’ in Abuja.

Engr. Aliyu said that the rapid urbanisation  all over the world with its attendant severe social, cultural, economic and environmental impacts  has made it  mandatory to scale up actions as well as leverage on technical expertise and support from development partners to address the process.

According to him, the Federal Government has accomplishedthrough support from Development Partners, the implementation of Nigerian States Urban Development Project (NSUP) as far back as1977 in Bauchi and Lagos; followed by the Imo Urban Development Project (IUDP). Both focused on developing sites and services programme for low income residential development.

Other accomplishments he mentioned were the Infrastructure Development Fund Programme (IDF) implemented in 1985-2001to address long term financing for urban infrastructure in 11states of the Federation – Adamawa, Anambra, Benue, Borno, Ondo, Enugu, Yobe, Kogi, Plateau, Taraba and Ondo.

Aliyu added that that programme later ledto the Community Based Urban Development Project (CBUP) launched in 2003 to 2011 with the provision of funds to support the urban basic services provision and infrastructure upgrading projects in 8 states:AkwaIbom, Bauchi, Ebonyi, Edo, Jigawa, Nasarawa, Ogun and Ondo.

In other partnership efforts, the UN-Habitat, UN Environment Programme (UNEP) and Shelter Afrique have further impacted positively on the county’s housing sector, the minister said.

The minister urged all stakeholders and intending stakeholders attending the 10th World Urban Forum (WUF10) toharness the diverse opportunities it presents in order to attract new technologies andinnovations, capacity building and funding supports to effectively address our urban challenges especially in the implementation of the New Urban Agenda and the Urban SDGs.

Speaking earlier in his welcome address, the Permanent Secretary, Mohammed Bukar disclosed that the Interactive Session was convened to furnish stakeholders with insights on how to advance housing and human settlements development through the operations, mechanisms, tools and opportunities for collaboration with Multilateral Partners.

Mr.Bukar said the interactive forum would ensure a coordinated, effective and harmonised participation of delegates to the Tenth Session of the World Urban Forum (WUF10) scheduled to hold in Abu Dhabi, United Arab Emirates (UAE) from 8th to 13th February, 2020 and produce ways of repositioning the housing and urban development sector for the benefit of every citizen of Nigeria.

Andrew Chimphonda, Managing Director, Shelter Afrique, in his presentation, “Housing Development and Financing Options noted that Nigeria has an annual housing deficit of 22million. When this figure was queried by the Permanent Secretary, he promised to validate the figure and get back to the Ministry.

Also, Ishaku Maitumbi, Human Settlement Advisor, a representative from United Nations Settlements Programme (UN-HABITA), in his  a presentation titled “ Partnership and Technical Cooperation for Sustainable Urbanisation,” identified collaboration and partnership as key elements to achieving sustainable housing development in Nigeria.

Stakeholders in the built industry from the federal, State governments, the private sector, higher institutions, development partners and the media attended the one-day sensitisation forum.

MAIDUGURI (State House’ Report)- The wife of the President, Mrs Aisha Buhari, has launched the distribution of nutrition food items to victims of insurgency in Kaga Local Government Area of Borno State.

Mrs Buhari performed the launch recently in company of the wife of the Borno State Governor, Mrs Nana Kashim Shetima in Maiduguri.

According to her, the items were part of the donations gathered from well-meaning Nigerians through her NGO ‘GET INVOLVED’ initiative.

She distributed food items and other household utensils to over 350 household in Benisheikh of Kaga Local Government Area of Borno State.

The items which were distributed to 350 families in Kaga Local Government alone  includes bags of rice, sugar, solar lamp, wrappers, cartons of indomie, buckets, mosquitoes net, bags of semovita, gallons of palm oil among others.

” The items that you are seeing today were received from well-meaning Nigerians and they sent their regards to the entire people of Borno State. They were donated from people in the South, East, West and Northern part of Nigeria and I am here today to flag-off the distribution of the food items,” she said.

Mrs Buhari thanked all individuals who contributed to ease the plight of the people of Borno State, while calling on the wife of the Governor and other stakeholders in the state to monitor the distribution of the relief materials.

In her speech, the wife of Borno State Governor, Mrs Nana Shetima, thanked Mrs Buhari for identifying with people of Borno State since the inception of President Muhammadu Buhari’s administration.

Mrs Shetima said that the people of the State were indebted to the wife because she was always supportive to the plight of victims of insurgency.

She also congratulated the wife of the President for supporting the establishment of the North East Development Commission which the bill was before the Senate.

Also speaking, the Borno State Governor, Kashim Shetima, commended the good effort of Mrs Buhari to the plight of the IDPs in the State, adding that she has shown the world that she was a true daughter of the North East by supporting the establishment of the north east development commission.

The wife of the President was accompanied by the Former Deputy Governor of Plateau State, Mrs Pauline Tallen, wife of the Chief of Air Staff, Mrs Hafsat Sadiq Abubakar, wife of Inspector General of Police Mrs Asma’u Ibrahim Idris.

The UBE Junior Secondary school in Benisheikh which was the venue of the event was renamed as Aisha Muhammadu Buhari Junior Secondary school, Benisheikh by the Chairman of Kaga Local Government.

UMUAHIA (FIC’ Report)- Abia State Government says it is ready to partner the Federal Government and other stakeholders in the Solid Minerals Sector in a bid to explore, exploit and develop the sector in other to enhance the economy of the state.

The State Governor, Okezie Ikpeazu stated this when he received a delegation from the Revenue and Mobilization Allocation and Fiscal Commission,Abuja, on a courtesy visit at the Government House, Umuahia.

The Governor, who was represented by his Deputy, Sir Ude Oko Chukwu, pointed out that the state is blessed with over 35 solid Mineral deposits that would save the state from over dependence on oil revenue.

According to him, some of the solid Mineral deposits in the state include quality sharp sand at Azumini Blue River, Ukwa East Local Government Area that informed the citing of the international glass industry at Aba, Kaolin Deposit,Umuahia North and South, and Lime Stones in Abia North, among others.
Governor Ikpeazu disclosed that the state government intends to involve private miners of solid minerals in the state.

While thanking the delegation for their insight on the potentials accruable from the natural resources in the state, the Governor said the state will apply for mining license from the Federal Government to boost the economy of the state.

The Federal Commissioner and Leader of the delegation, Dr. Casmir Anyanwu, said they were on a nationwide monitoring exercise on Royalty collections and activities of miners at the state and local government levels from 2009-2015. He noted that they were also in the state to enlighten the people on the need to embrace the economic diversification move of the Federal Government in areas of agriculture, solid minerals and natural resources to increase the nation’s and states revenue drive.

Anyanwu revealed that Abia came second after Ebonyi in generation of revenue from solid minerals in the Southeast, and congratulated the state government for constituting a committee to explore the activities of miners in the state, as part of economic diversification.
