The Permanent Secretary, Federal Ministry of Health, Alhaji Mahmuda Mamman said the Ministry has made history as the first MDA, Service-wide, to officially sign the Performance Management Systems (PMS) contract.
Mahmmuda, disclosed this during the signing ceremony which held on Monday, December 12, 2022, at the Ministry’s Conference Hall, Abuja.
According to the Permanent Secretary, “Because of our mandate of ensuring Universal Health Care, we thought it was an opportunity for us to spearhead the process..
“We are here to make history as the first MDA that is going to sign up performance Management System contract in the Ministry to signify the implementation of PMS.”
The Permanent Secretary noted that being the piloting Ministry comes with some teething challenges, he however urged members of staff to quickly escalate any issues that may arise so that remedy can be proffered early enough as according to him, other MDAs will be coming to learn from them.
Mahmuda also hinted that successful implementation of the PMS, will phase out the Annual Performance Evaluation Report (APER), in assessment for promotion adding that the Ministry’s 2023 Promotion will be conducted based on the PMS as an evaluation tool.
He informed that the objectives of setting up PMS was to strengthen and reposition the civil servants to be more responsible and accountable in the discharge of their duties.
The consultant of the programme, Dr. Francisca Ordeka applauded the initiative, adding that it is first of its kind in the Nigeria Public Service.
Giving a background of the initiative, Dr Ordeka explained that, as part of efforts to institute the principle of service, output and outcome-oriented operations in Ministries, Extra-Ministerial Offices and other Agencies of the Federal Government, the Office of the Head of Civil Service of the Federation (OHCSF) introduced a new Performance Management System as a key pillar in its Service reform initiative, under the Federal Civil Service Strategy and Implementation Plan (FCSSIP) 2017 – 2020: and the successor plan FCSSIP 2021 – 2025.
She also explained that the system is fully automated and that it is made for every staff irrespective of Grade Level adding, that it consists of four stages: planning, key results, monthly and Quarterly assessment.
Highlight of the event was the demonstration of the process of PMS by a few selected staff.
